A standalone tool can solve a bounded task. We build the connections around it: information, people, decisions and action that can change when reviewed results show a better way. Products and licensed software can be reusable parts of that system.
Systems, specifically cybernetic systems, are feedback loops, ones that live within a broader system and collection of systems. Economics cannot be viewed separately from politics, the market cannot be separated from the military, the output of one (a conflict in an oil-rich region) affects the other (oil prices spiking) and itself (prioritization of the protection of oilfields affecting military strategy, policies affecting the release of strategic oil reserves into the market) to the point that our understanding of systems have to take a wider and wider context into account.
